Look. The reason why they avoided him saying it out loud wasn't because they meant to make it heartbreakingly tragic. It's because they thought it would turn out too convoluted. Rose was a brilliantly stubborn little human girl, but that's the extent of what she is. The Doctor, on the other hand, is so much more than a humanoid alien. A time lord can sense the movement of the planets, the passage of time, the death of everything that could have been at any one moment in time as he passes those many possibilities by.
Essentially, he could've said something else entirely, other than "I'm going to give into this oh so very human emotion, because our relationship so far has indeed been so very healthy and I'm just extremely lonely". He could've said "Rose Tyler, I've learned so much from you" or "Rose Tyler, you're essentially an ant to me. But I can't say that because I still care so much about you."
He's pretty human, but he's still a lot more un-human than most fans would give him credit for it.

Hahaha dude, chill out. Its just a simple comment about two characters I ship. Almost every shiping in existence has no sense at all, and thats what it make them great and funny.
And of course he could have said anything, he could have said "Rose Tyler, I like chips", but as I said before I like to think that he could have feel something close to love for her (he is not vulcan XD)
