Random speedy picture was going to be speedily drawn, but I am incapable of drawing simple pictures. As my entire soul cries out for detail when I intend to draw speedily.
Though I did do it a bit lazier than usual. : P

Awesome detail as always. You never cease to amaze me with your work.
I say very good streamline effects; the energy streaking from his eyes & Guidecrystal makes him appear like an F22-Raptor at supersonic limits.
But to make it seem more like he's blowing past the air like a bullet, I would suggest making the clouds around him part from the turbulence current from his speed, either before or as he shoots by. As a reference, Lugia's Aeroblast does that same effect of creating an energy wave around the beam itself.
As for the electricity, it seems that simply aids in the reaction time, which is a good thing at high speeds as this, for if something suddenly became in his way, he could veer like the lightning itself. And hopefully stabilize quickly...
Overall, very nice. If we could see his expression, he'd probably be grinning zealously. ^-^
