They're from Marble Hornets, it's an indie horror series on YouTube. I highly recommend it if you really want to become a paranoid nervous wreck.
Really though it's awesome.
Since the series is ongoing (season three starts in the next couple of weeks) it's still not clear whether or not the masked men are working for or against Slenderman, but there are many theories.
I personally don't think they're his proxies, but in this picture they are since I drew it for a friend.
