Sometimes I browse creative and see people making emotes, but they always look the "same". I can say that these definitly not like that. I think it's the hair, but the fellow reminds me of Bowser from the Mario film.

That's why I make the big bucks! 
I think after a while people just follow a particular style for things and it becomes the norm so things tend to look very "samey" I guess the same could be said of a lot of my work too, stylistically.
You're not too far off in your thinking, I believe Bowser's hairstyle in that was fashioned after Max Headroom which this is more based on.
