What would the closest thing to a Sanctioned Shaman/Witch Doctor be in the Imperium? Sanctioned Psykers are heavily monitored, and the Squats were allowed the belief that their ancestors went to fight alongside the Emperor in the Warp when they died, so maybe a sort of Steampunk-looking Witch Doctor in a big African style mask and ragged clothes from a Feudal World?

Not a psyker only a guardsman come from primitive world, with plenty of beliefs. But faithful to the Emperor.
