Guess who's attempting her first tutorial for GIMP?! (Because that other thing about how I color in GIMP did not count as a tutorial. xD)I was playing around one day on teh awesome-nezz known as the GIMP and I did this by accident...and I thought "O_O OMG, awesome, I should totally make a tutorial out of this!" So, uh, I did, and well...here ya go. xD
P.S. If you use this tutorial for your deviation, please comment on this with a link or devNOTE the link to me.
I would very much like to see.P.S.S. Also, the first two pictures and the last picture, the ones that are screenshots have been scaled down due to a few...size issues. xD
P.S.S.S. Yes, that bit of Japanese at the top roughly translates to "How to create Starry Skies with GIMP." I translated it the best I could, so if there's anyone out there who truly knows how to speak and write the Japanese language the right way(not just the words "kawaii" and "baka" -_-' ), please correct me...

I did it, but just changed a few things. I made a transperent layer on op of the background, then I used the cloud filter. Once done, I put the opacity o the "cloud layer" to 30%.................. I love it GIMP FTW!!!!
