Drawtober Day 31 ~ Prompt: Halloween
Edit: I posted the wrong Manipulation ~ Replaced the file 
PhotoShop Elements 2023
After working on this piece, I flattened it and created new layers and tried the tutorial by Loimologia ~ I only have PhotoShop Elements and not the full-size version, but I played around with the layers and used layer effects and the hue/saturation recommendations to come up with the final result.
