Indeed. I can already guess how he becomes one:
After learning of what they're doing to the timeline, Sougo gives up on being a king entirely, causing Woz to go insane as it was his job to ensure Oma Zi-O's existence, and become a villainous Kamen Rider bent on killing Sougo, Geiz, and Tsukuyomi.

I don't know about that. Sougu is (currently) a bit dense to be easily persuaded against becoming a king, and we're still debating on whether or not he is truly Oma Zi-O. And Woz is too reserved and calculated to suddenly go berserk, and he's already stronger than Geiz
The show seems straightforward, but the time travel and hidden lore is far complex. Who knows? Things might change by the end of the year.
