I do this in SAI and what I do is go into the lineart layer, then check off "Preserve Opacity" in the layer options like so: i.gyazo.com/8acb17cfcfc6f63632… !
What happens is that then you can only draw in what you've already drawn on that level!
Very nifty for when you wanna play around with line coloring. (Also works well for one-level color jobs too!)
Photoshop has this same option with something called locking a level I believe? I forget since I don't use it as often, but ye!! Should also be in layer options
