Start by taking a picture of the tv-tower.
Make a blank picture and draw some simple geometric shapes. Make about 20 to 30 copies of it, and delete random bytes from the jpg-files. Layer somewhere between six and nine of the most interesting results on top of each other in Photoshop with blend mode set to Overlay (or one of the others, experiment).
Add the photo as a new transparent layer. Chop it up into pieces and move the pieces around. Repeat that with another layer of the photo, slightly offset. Add the photo as yet another layer, probably with a mask, it's been ages I don't remember anymore.
