It was a part of our peace treaty with Soviet Union, after our wars. Although some submarines are indeed made in Finland, but those are for recreational use like underwater sighseeing.

Yup. Actually, according to the deal we shouldn't be able to make even those civil submarines, but our president Kekkonen discarded that legislation in the 70's I think. I haven't heard any complaints from Russia about that, so I guess they're fine with it.

The Finnish sighseeing subs were surprisingly popular, I even took a ride in one in Gran Canaria without even knowing it was Finnish at first.
