Is just practice! it does take time but is just that... believe me i used to draw as hell xDUu

And it took like.... 40 minutes or something like that xD

Look up girly anime eyes and you an adapt them to make 'em your own...
I usually somehow end up with something hetalia eyes or shugo chara fullmoonosagashite eyes are good too
