...i think the only difference is that they have no noses and i draw them about as high as my thumb instead of a4 size OTL

Chibis can be sexy! My only rule about chibis is that they can't have a crazy amount of detail because than they start looking a little too creppy and odd looking; they look like children with just really large heads or something.

Like little fetuses. Ew, that image is going to be stuck in my head forever! As long as you manage to keep a chibi cute, it's still a good chibi but I guess that would mean that any drawing with a large head is a chibi because people have different tastes, right? Though the image might not be good, it's probably still going to be liked by someone.
