Without green Blue Lanterns can: Heal wounds, include regrowing lost body parts, revive dying suns, power up other positive rings (green and indigo confirmed in canon) and drain negative rings. Not exactly useless, they're just not warriors without GLs to 'unlock' that part of their rings.
