Using a program that can use layers such as photoshop, sai, or paint.net. if you select around the effect you want to use, you can then copy and paste it as a separate layer on the image you want the effect on. Once you have your effect as a different layer, then you change the layer setting from normal to overlay or screen. This should get rid of the black or white area around that effect and have you left with the effect on top of what you wanted. Does this make sense?
