With Satsuki's ties to the Yakuza and romulan smugglers and Kermitt's ties to banned genetic-engineering, the two of them begin to form an unneasy alliance to benefit each other. Additionally since they are both involved deep in illegal activity, and know each other's secrets, they are unlikely to snitch on each other.
Thirdly, there is an attraction....and they look great together.
