Well first off, I use the program Paint tool SAI, with a Wacom Bamboo tablet.
For this, I only used two layers, a rough sketch, then all of the color. I dunno if I'd recommend this though, since it's a lot easier to keep layers separate so you don't lose any detail or colors you like. Anyway! I threw down the darkest color on the palette for the background, then scribble around with blotches of the lighter colors for the body and wings, then go back with the oil water tool with different shades and highlights to define the shapes. Then just go over with a smaller sized brush for the finer edges. And that's about it! A lot of it is just in the sketch and getting the shapes down right. Then just mess with it until you're satisfied with the result.
