I always intended to create this guy along with Xenon, but I've been lazy as hell lately. DXSince Neon and Xenon are gases, I thought I'd keep the theme going for their names. Plus this was the last gas name I sorta like and sorta fits. The rest don't fit character names at all to me.
I don't think this guy will be as popular as Xenon and I'm not expecting him to be ether. He's not replacing Xenon or anything, he's just another villain. TBH he's more evil then Xenon is now that I think about it. Stronger? It's Debatable. He has all of Xenon's abilities, but they work differently.Β
He's not available for asks/dares or anything like that.
Let me know what you think of the design. I've been messing with it a bit to get it the way I like.

An eviler mysterious Mew than Xenon!? Seriously!? A black Mew is a VERY unique color for a Mew, and the green flow from his eye looks kind cool.
He might make Xenon more interesting in a way, when it comes to his backstory and role in the story.
