Cause saiyans MUST HAVE to learn everything they can about science if they want to stay alive on a mission... Just think of it. They'll meet a thousand of contradictory ecological systems, a million races and abilities that they'll have to adapt on their missions.
And 209 is really zealous in teaching them. The problem is the monkeys not really capable for learning theories... the abstract thinking isn't their greatest asset, they really need to see it, touch it, eat it, etc. Fortunately 209 never had a problem with this, as you can see here.
