While I am not a pony fan, the fluff behind the card doesn't make too much sense. She is surveying the remains, aka whatever was burnt down. She would not be discovering new land, she would be experiencing the fact the land she inhabited is now burnt/destroyed/ or w/e. This card would work more for a "Discover a new land to call home", while this should keep the name and the art and just have it as:
2RB, sorcery, choose three lands target opponent controls, the opponent then sacrifices one of their choosing, puts one back into their hand and the other is tapped.
The fluff behind this is that some of the land is destroyed, some of it is reclaimed by the wilderness and some of it is easily reclaimed remains.

The new version is just, oh my god! You do realize that you can return the sacrificed land to the battlefield right? Oh god I would play the hell out of this.

This costs more than Harrow and requires you to remove a land from the game, so maybe it should be instant speed, put them into the battlefield untapped, and cost 1 colorless less? I realize it allows you to use your graveyard as a resource which is nifty but it's costed pretty high for a multicolored effect.

I had forgotten all about Harrow, and yes, you are correct. This card may get updated a bit later, perhaps to sacrifice the land instead of exile, so you can return it with a second Survey the Remains later.
