Oh, wow. Depends on what kind of model you like, and how much you want to spend. Even the cheapest ones can run up to 300.

You can if you want, but it's VERY difficult stuff sometimes. You'd have to buy the body and head separately, get the wig, do the face-up yourself. That would cost just as much as buying one ready-made, if not more.

If you want to look at a good website, I'd say visit the Denver Doll Emporium.
