That's E.H. Crump, Mayor of Memphis, Tennessee and boss of Democratic machine there for decades in the early 1900s. Because of the similarity of his name to the name Trump, several of my friends and I have made a sort of meme out of Crump wearing a Make America Great Again hat, except with the hat being the same style as the one he actually wore.

To be honest, I don't know too much about Crump, His name was really the reason why I made the picture. He seems like an interesting figure that should definitely be more used in AH scenarios.
