Hey, your thread about your speech got closed before I got a chance to comment.
You should probably start with some kind of hook, an attention grabber. "Amazingly, 60% of adults show mild signs of psynchrophobia regularly. Psynchrophobia is the fear of being cold." While informative, not the greatest way to gather your audience's attention.
I can't offer any advice on how to write the rest of the speech, I'm not the greatest at writing them myself. However, I thought what little I do know could help you.
