What would be my design ideas for
Black Spectre,
Carson Knowles is a politician running on the promise to clean up Hell's Kitchen. He is a former SHIELD Agent and soldier, though his SHIELD status is classified. He is also the son of William Knowles, a man who ran for Mayer too and lost so profoundly it ruined him. He openly praises Moonknight, Daredevil, and other costumed heroes. Sighting that things seem bad, like the near destruction of New York, but imagine if the Avengers weren't there.
At the same time a new masked vigilante emerges calling himself Black Spectre. The show makes a point to subliminally connect him with Marc but cutting from Black Spectre to someone saying Marc Spectre's name or showing Marc and cutting to Black Spectre. Etc. But Black Spectre is a real threat, not a hero, as he kills with less thought or reason than the Punusher. He also blackmails other officials and mayoral candidates. The audience is led to think he could be working for Knowles who openly praises Black Spectre. All this should only take maybe 3 Netflix episodes, until its revealed that Black Spectre is actually Carson Knowles. He is like a crooked cop, a vigilante taking bribes or working with the criminals.
As Black Spectre he wears similar combat fatigues as Daredevil, Moon Knight, or Punisher. No real theme to it but maybe more than just plain armor.
Ani-Men, I have had an idea for a really long tine. So I may draw it up.

Simon Maddicks, ex-SHIELD Agent, becomes a mercenary for a private military company. There he is surgically altered with tech, possibly alien or Stark tech, the company acquired. His strength, agility, and durability, are increased. And like others in the pmc he is outfitted with a uniform and Taser gauntlets similar to Black Widow's.
Jonathan Powers is a struggling actor who turns to crime. In his return, Homecoming's Phineas Mason builds him some gadgets to use in his crimes. Mason has fallen on hard times since loosing his crew. So he now takes commissions from criminals to make weapons and gear. I'm not sure if Powers works for himself or for another, but he or they came up with his Jester persona. His story is a little harder, I'd have to sketch up some ideas.
Robert "Buzz" Baxter is the ex of Jessica Jones' Trish Walker. He was once a pilot and now works as a Pmc of Roxxon. Without his knowledge he was given genetically altering drugs. He started to show enhanced strength, speed, agility, stamina, and animal like senses of sight, smell, and hearing.
Eventually the side effects kicked in, he was loosing control of his mind. Became more angry and aggressive. Eventually he started physically changing to compensate for his abilities. Becoming more animalistic looking. I'm not sure I'd give him a costume. But as always, it would depend on the script.
Dr. Lemuel Dorcas I could see being an Agents of SHIELD foe. First he genetically transforms injured Olympic swimmer Todd Arliss into Tiger Shark by blending his DNA with a tiger shark. Arliss is just a pawn or a minion. Prior to being captured by SHIELD Agents, Dorcas injected himself with regenerative starfish tissue that transformed him into starfish creature.

I'd make him a weapons engineer for a company commissioned by SHIELD. He designs armor based on alien tech his company acquired. But he finds out that (like freelance artists back in the day like Kirby) anything he created for the company became property of them and he was paid his regular wage despite the foreseen fortune they'd make.
So, like Leap Frog or Vulture, or the Hydra soldiers from Age of Ultron, his armor would have a similar look. But more cohesive and complete. He tgen steals it making him a criminal. Then to pay rent and keep hiding he becomes a criminal.

How would you design Plantman and Scarecrow?

Samuel Smithers is a young man in London. He worked as an intern/assistant for a botanist who was making ground breaking advances in genetics in plants. It is revealed to him that the botanist is actually (an alien hiding on Earth, or experimenting with Inhumans). He has also been using Sam as a test subject. In either case he is turned into a powered being with the ability to control and animate all plant life. Soon the Agents of SHIELD intervene, and the botanist is killed. Sam becomes a powered terrorist named Blackheath but SHIELD, like Coulson, just call him the Plantman.

He eventually mutates further, maybe becoming a "Morlock" aka a powered person unable to live in public and look human, becoming more plant looking.
Scarecrow? a contortionist criminal. Maybe simply, to avoid confusion or fans calling copycat just go with a guy in a scarecrow costume who robs. Could be a Netflix foe. Hmm... not sure. Maybe if Marvel wanted he could be turned into a Dr. Strange foe. Make him a contortionist who was shot by cops, brought back by Dormammu or something. Granted powers to spread chaos and fear and giving the evil more power. Either way, I'd make him look like a guy dressed as a Scarecrow. But in the Strange movie his design would gave a more mystic type look.

Flash back to 2013. Russia.
Vanko is leaving Russia to get revenge on Tony Stark.
In doing so he calls upon some criminal contacts like Milos Masaryk. An ex-KGB Agent (who was 25 when the KGB dissolved).
Part of the plan, we didn't see, was that Milos was to travel with Vanko and help in his plans.
But Shield Agent Romanov was tracking Vanko and took Milos down. Vanko left to America and Romanov got a new mission, to follow Vanko and become Tony Stark's protection.
After only six years Milos breaks out of prison in no small thanks to Russia's version of Hydra, the People's Protectorate. He discovers that Vanko and his father were inventor's of more than just the Arc Reactor (based on the Cosmic Cube in Cap 1.) They also invented other weapons (all based on the Cosmic Cube), such as a helmet capable of emitting a concentrated blast of energy capable of melting any inorganic material.
The now 52 year old agent targets Agent Romanov, the fabled Black Widow. Perhaps he even trained her. I mean she was 6 in 1991 but doesn't mean he wasn't still working for the Agency.
His look would be similar to Vanko's Whiplash look, not his Ironman armored look. And also calls back to the Tesseract/Cosmic Cube. Basically the tech is a helmet with canon of some sort on top. A neck and shoulder/chest reinforced exoskeleton and some exoskeleton on his arms, legs, waist, spine, etc.
He also wears some Shield like combat gear.
Milos, during his attack's discovers that prolonged exposure to the helmets unperfected radiation based on an alien energy is deteriorating his body and rapidly his sanity.
Side note/Tangent-
The Cosmic Cube comes from Asgard and contains an Infinity Stone.
Hydra based weapons off the Cube's energy.
Then Howard Stark based the Arc Reactor off the Cube's energy as well. --->.
Tony Stark used Arc Reactor tech to build his Iron Man suit and Repulsar Rays and Repulsar Propulsion.
Stark then built Shield craft's with Rapulsar propulsion.
To obtain the Ube Thanos sent an alien Invasion. The bodies and left over tech from that invasion led Hydra and Vulture/Shocker and other's tech. The staff Loki used contained the Mind Stone. Stark and Bruce Banner used that to create Ultron, Earth's first.
Ultron also used it to create Vision, the second AI.
also, Erskine created Super Soldier Serum.
Serum creates Red Skull.
Then Captain America.
Then, based on Erskine's notes, Zemo creates Winter Soldier.
Trying to recreate it again Banner creates the Hulk.
and later General Ross creates the Abomination and the Leader.
also, i think, Mr. Hyde.
I think the head of Shield Mason used a form of the serum to become powered.
maybe Luke Cage, Spider-Man, and Daredevil's powers are connected to the serum too.

Ralph Roberts was an one of several engineers who were hired by various companies and governments to reproduce an Iron Man armor (as shown during IM2) his suit, not using an Arc Reactor used Cobalt Radiation. But like all the others there was a malfunction and his suit exploded. Badly injured but not dead Roberts lay in a comma, and the remains of his suit along with blueprints and such were put in storage, until recently when he woke up. But being in a comma that long damaged his brain and he became obsessed, angry, aggressive, and suffered from ocassional memory loss at random times.
I would make his suit look like Iron Man's but an older, clunkier, version from IM1.
Technovore, i'd probably make a computer virus created using code found in Chitauri technology. It is altered to target Stark Industries.
not sure i'd give it sentience or a body.
