I know exactly that problem.
I'll tell you this though. One of my favorite comic artists creates everything on pencil and paper, then sharpies it all, scans it into the computer, and colors it there. I've got a few comics that are all traditional and I will tell you dear god it is SO much easier to manipulate and set up panels. You can make everything on lined paper and throw it onto DA if you want!
In terms of digital though, I'd highly recommend MediBang. I just found it a day or two ago myself and it is SOOOOO useful. I can send you a tutorial if you want ^W^
Finally, you NEED A SOLID PLOT LINE AND CHARACTER ARC BEFORE YOU START. ALSO TIME. LOTS AND LOTS OF TIME AND DEDICATION. DON'T DO IT LIKE I DID. I FAILED. DO GOOD!!!!!
