Did dome research and turns out the character is a fighter in the Wakfu Universe whose name is Pinpin. The original animations where based of an online video game of the same name, and are in French which explains the obsurity of the information out there. Anyways the animation in the series is all done in Flash and is AMAZING, here's a list of episodes, if you can find any you should check it out it's pretty neat action.
