For traditional inking I'd use brushes. For digital inking, which is almost all of what I do now, I use an iPad Pro and Clip Paint Studio

The biggest draw to CPS for me has been the inking engine. Naturally as an inker the feel of inking digitally is most important and CSP has the best engine that I've ever used. Paired with Frenden brushes it has been just an amazing program to make art. I use an iPad Pro for my digital inks and CSP. So far it's been a great combo

The art of comic book inking by Gary Martin... Google it and you will find them. It has a lot of stuff about inking, in the the traditional way(not about digital). Hope they will help you at least from where to start and the realization that inking is not tracing!! !!

Actually your best bet is to pick up The Art of Comic Book Inking by Gary Martin. Its the defacto starter guide for artists seriously pursuing inking comic books.
