It's not very hard if you have the base (which are free to download and come with the Desktop Ponies program) and have Photoshop. I've seen a few people take requests for them but presently I don't know anyone personally who does them.

No, only some of them. They're actually from the "Desktop Ponies" application, with the exception of one or two that I've animated and drawn myself. Many people edit them. :3
