It's an event legendary, so I don't see why it wouldn't be something like that. I think they still do the "go here to get a Pokemon" event because they want you to meet other trainers. Nintendo is really pushing this whole "meet other users" with this StreetPass thing, and I feel it's the same with Pokemon.
