You mean like a tutorial? Probably not. However, I could tell you how I achieved some parts of the effect.
the shine on the buildings is a result of tracing their outlines with a soft round brush using the dodge tool.
The light at the top left corner is a lens flare (not a great one, but it is what it is)
The shadow was done by duplicating the man, setting him to a black silhouette, setting the opacity to 50 and fading out some parts
To make the actual night, I fiddled with the hue and saturation a bit, and added a bleach bypass filter.
The starry sky was just a replacement of the actual sky
Lastly to make the night more believable, i went around darkening parts that there should be shadow with the burn tool

All in all, the most importAnt part of the artwork, is the idea; remember that
