? His name is Eelmann and he is a new resident at Jolly Roger's lagoon and also a new employee at Jolly's bar. Eelmann is a very sad eel who desperately tells bad jokes attempting to make friends and gets into awkward situations.

Eelmann is a future villain of this story. Not the main villain but definitely a major boss level kind of character.
