Well, a great place for you to start is to get your hands on a tablet. I have a Wacom one, but if you're looking for something less expensive, I'd direct you to the brand Bamboo. I hear great things about them and they're much more affordable. If you already have a tablet, and you already have photoshop, all I can really say is practice. I don't use any fancy techniques. Mostly just trial and error. Start off with sketches, play with color and different brushes. Remember to play with layer types, Hue/Saturation, and filters. Photoshop is a great tool and all you need to do is keep messing with it. Searching for Tutorials here on DeviantARt isn't a bad idea either once you've started messing with Photoshop and you want to try out some different effects. Also look for Deviations that explain the process the artist took. I find those emmensely helpful, but everyone has their own way of doing things.
There's no right or wrong way of doing things, as long as the final product looks the way you want it to.

I haven't forgotten about it. I feel horrible for abandoning it for so long. I have a lot of things I want to do this summer.
