I use it! Yeah, you got word about it from my DevInfo, right? Paint.NET is not the same as MS Paint, so they will not replace each other. There is no virus, as I've used it along with thousands of others who have scanners. Also, there are a LOT of effects you can choose from. The color wheel is available too, you know, rainbow, black, white. Go to the forum for more information. Here's where to get it. [link]
