For making friends you just have to talk to the person long enough so he or she'll accept your presents. Oh, and throwing stuff on the ground makes everyone loose friendpoints D:
Mark comes when you built all the bridges and unlocked all the main characters and have the Hotel expanded...and I think you have to unlock all the Harvest sprites :]
