Well, you can buy them, occasionally earn them through trading badges (though it's usually only for one), or earn them by doing commissions or selling adoptables to other deviants.

Don't do real money. Trading bagdes? Suck at art so comissions are out of the questions.

If you click on a deviants llama badge and look at the bottom of the page you may see a trade offer. Giving a llama badge to that deviant will give you the amount of points they offered for the badge. You can also set up a donation pool and deviants that visit your page may donate some.

Yes, when you edit your profile you have the option to set up a donation pool in hopes of receiving points from other deviants.

You could say anything. You could simply ask for points. Some deviants just ask for donations so they can buy or maintain a membership.
