Well, there was a fence and it was to block them from going to the party.
The fenced them out because they didn't want a cannibal there and Prussia... because it is Prussia. It was one of those classy parties too. Prussia was like.... Hyperventilating and freaking out while trying to get over the fence before getting knocked back down.
This is why the doctors say don't eat right before you sleep. XD There was a lot more too, but it is hard to explain.
