I was actually in Elite: Dangerous' second round of beta testing. Not exactly my thing (it focuses on the individual pilot, whereas I prefer more EVE Online-style empire building), but it's fun enough and I like the lore and ships, so I log on occasionaly. My only experience with classic Elite was Oolite, a fan remake, but I liked it well enough. Played long enough to learn to hate Thargoids, too.

And yes, very much so. Other people have already created a nation or small faction within the setting.
Atm it's all mostly just establishing their nation/faction, but later down the line as the story begins to take off I'm sure there will be more going on.
