I was recently informed that my Tintin fanart was pretty much illegal due to ownership rights and quasi-enforced laws set down by Moulinsart. Can anyone here shed some light on that for me?

It's illegal, all right, but people do it anyway. Moulinsart has been known to shut down websites specifically promoting fanart. Just posting on dA or a blog, however, isn't a big deal.

It's a cruel world. Sadly, the threat of Moulinsart keeps a lot of talent from drawing/writing about Tintin.
But fear not! Our sun is rising. With any luck, Spielberg's movie will bring in hordes of new Tintin fans. They and we shall sweep over the establishment in a glorious wave of fanart/fiction and wage a great war on the copyright mongers! WE SHALL PREVAIL!
