OpenToonz has the ability to do pixel animation just like flipnote, but with a far larger capability, It's free, it's strong, and it works well on desktop computers! (sucks on my gaming laptop)

Took a while to game it to emulate the flipnote pixel effect.  I export as a GIF, scale it, and then convert to MP4, then edit the video.

There are a lot of limitations that I hate with flipnote, the aspect ratio, the sound quality, and the fact that nobody cares about flipnotes anymore (trends.google.com/trends/explo… ).  It's a dead art.
