What program did you use and how, if u donβt mind me asking

Oh thats simple, How I made it do the float was but copy and pasting the frame and moving them slightly too give the motion you see, as for the program it depends either Piskel which is web browser based or Pixel Studio which can be found on Google Play or Apple Store
