Oh it's not complicated actually. First i "drew" the black outline with black sparkly eyeshadow (you can do it with eyeliner as well). Then i filled it out with the green one and finally I drew the golden line with liquid golden eyeliner. Black eyeliner on your waterline and voilà that's it! What's a bit tricky, is to keep the lines straight but you just have to try to do it in one smooth move :) (Smile)
