Oh, you have asked the right person! I don't know how much in-depth you want me to go, so feel free to ask more questions or to ask me to go further into some aspects.

All right, so, moving images - as opposed* to videos*, right? You're probably talking about animated GIFs*. You might already know about the different image formats: JPG is a standard file format, enabling you to save photos while saving space on your hard drive*, albeit being lossy*, PNG is for high-quality* stuff and for transparency, and GIF is for simple graphics with a maximum of 256 colours. GIFs support simple transparency as well as animation.*

Animation is an art for itself, but for now, I'll treat this as a purely technical question. So let's say, you have all the single images already, you made this sequence in your program of choice or made a series of photos*, all you need to do now is to compile it into an animation*. There are many different ways to do that. I usually use GIMP, because it has that export functionality (all single frames are layers, then export as GIF and check the box for animation*) and there are more image editing programs that support GIF animation. What program are you using?
There are programs specifically for compiling image sequences into animated GIFs. I have heard of Ulead GIF Animator, AniMake and Easy GIF Animator.
Over the last 5 years, however, online services have become more and more reliable. There's a whole plethora of websites that will turn your images into animated GIFs. I've used ezgif.com/maker a couple of times and there's also gifmaker.me, gifcreator.me, makeagif.com, picasion.com and so many more.

Keep in mind that GIFs only support 265 colours*. This is more than enough for an average digital creation without too many gradients*, but if there are more colours, you'll see that the images are dithered. Other limitations include: Going lower than 10 ms per frame is not a good idea*, animated GIFs with high resolution might not play smoothly for all viewers because it slows down the browser and it'll take longer to download, of course you can't use sound, and you can't use semi-transparency.
While it is possible for a GIF to only go through the sequence once, I recommend looping the animation*.
Also, if this is for your avatar on DeviantArt, keep in mind it has to be smaller than 15kB and exactly 50x50 pixels. You might run into some limits there*.

*I've added an asterisk anywhere the matter is technically more complicated, even though it probably won't affect you on a practical level.

All right, the easiest, fastest way to do it.
Let's say you already have a sequence of images (if you don't know how to make a sequence of images, that's a whole other topic which we can get into if you like).
For the purpose of this explanation, we can work with this image and this image .
Download the images, then go to ezgif.com/maker and upload both of those images. Click on animate. There, it's animated. Now, with only two images, the default delay (which you can see is 20, which stands for a new image every 20ms) is a bit fast, so change it to 100. Click animate again. Much better . Save the image by right clicking it ("save image as" or something like that, depending on your browser) and download that too. There, you have just made your first animation.
