mostly by flat colouring, and then using a darker colour to feather in shading.. then using the color I used for the flat as the blender.

hmm... I use some sort of powder coated paper. I think its a matte cardstock really. I sometimes use the supertip, but I mostly just use the traditional.

Here's some answers:
Generosity.
People are poor due to economic crashes and bills and sometimes can't afford commissions.
They're not well-known and their art styles aren't as well-polished, and they'd prefer to practice with requests until they can do commissions, or that they believe their art is finally worth money.
A brain.

Ok, listen, and let's be polite about this.
Let's cover your comment first:
I didn't see what Blackstatic meant, I thought he meant something else. Yes, artists are poor and sometimes can't afford to do requests for others. I get that, I misunderstood him. If you really need the money and are selling commissions to get money, there's no issue.
I'm perfectly fine if you want commissions, do commissions, need commissions, or otherwise. I've got a LOT of friends who do commissions, some people need the money, some people are well-off and just use the money for luxury or charity. I don't mind either way.
And now you're presuming. You're claiming I'm telling people that I'll make them famous because they made me something for free, that's putting fucking words in my mouth and if you're gonna play that game I'm just gonna go, because I am NOT a fucking thief. The people I know, whether they've done requests, commissions, or NOTHING for me are good people, and I'd throw a thousand dollars at them if they needed it.

I get a low amount of cash, I can only afford around one or two commissions per month, and that sucks. Now, get this into your thick skull; I would LOVE to pay everyone for their generosity, I DO NOT take their work for granted. I'm not some professional wordsmith convincing people everything will be better if they draw my character. I ask; "Do you do requests?" and go from there. If not, I compliment their art style, and watch them and fave their work that I like. If they do, I discuss it with them and actually talk to them about things, art-related or not. It's not me going "DO ME A REQUEST. HERE IS MY REFERENCE SHEET. I EXPECT MY ART IN 5 HOURS, PETTY SLAVE."
I ask politely, I don't push the topic further if I get a no, if I get a yes I praise the person who did the work and tell my friends about how awesome they are. It's not scamming, it's nice people being nice people. Oh, yeah, and I specifically mention if they get art-block they can just quit the request and I don't mind, and I NEVER give a deadline. If you ask people to do such a nice thing, giving a deadline is just being a jackass.

I do want to personally thank you for reminding me to send out a thanks to all the cool, nice, generous people who have done me work because they wanted to, not because I forced or tricked them to.

But because you seem so convinced, I shall be writing a thorough apology to the following, for scamming these poor, innocent, helpless people into making me art. OH yeah and the ones that DO do commissions now you should probably check out, because these are some really cool people <3. I'd say you should request from them too but then you'd just be an evil, manipulative scammer like me:

Annnnd that's not to say that you should feel entitled to someone's work. Just because someone is being generous to you isn't to mean that everyone has to. Artists get low on cash as well, what generosity they extend is fine. Otherwise just enjoy their work.

I ask for requests because some people are nice enough to do them for free, or are still practicing and aren't popular enough to get commission payments yet. That, and I don't have enough money for them. I've bought two commissions in total, over a period of one year.
