For a specific photo? Do you mean color touchup, painting in colors (colorizing parts,) or digital painting?

yeah, colouring in editing. i want practice colour proportion for a good photograph. that't my weakness

OK, well... what program do you use for photo-editing? PS or Gimp?
I recommend using Curves instead of Brightness & Contrast or Levels. Don't just "Colorize" unless you want a weird overpowering hue to the image. Use masks to colorize certain parts of the image (take this pic, for example [link] ) Don't sharpen too much - it really get's harsh fast. Always go with sharp images - use depth of field to focus on the subject. Don't know about digitally adding in GIMP/PS... anyhow, hope that helps.
