its not hard since you have a tablet, right?
Just draw stuff with brushes (on a different layer then your background).
Then Add color manually in seperate layers (make sure that all color layers are under your lineart layer.

If you want to see good new Dragonball this is where to see. Its Japanese and has Eng subs. but it shows how the series should be honored. With cool animated specials and what not.

there are a few minor conon issues but the story is classic dragonball and its neat to see all the characters in newer animation
