Generally it's called Minimalist Art or Vector Art. However I've found Minimalist will get you to where even the characters are super plain with no details and Vector will get you detailed characters on a plain background. However, both are simple and are usually enjoyed by anyone who likes the style. i have a whole folder of a mix of these. Hope this helps!
