There are older versions of photoshop that you can get for free, but you have to look around some. Your best bet is to look for Photoshop elements on eBay, you'll be able to find a copy for between five and ten dollars.

Probably the best and easiest to get version of photoshop is PSE2, otherwise known as Photoshop Elements 2.0
It's a really user friendly program, and it has a lot of really great tutorials within the program itself. Search for it on google or in used software stores, it shows up everywhere and is a great tool.
