Well, I'm not an art teacher or anything, so I don't know how helpful my advice or whatever would be, but sure I guess. What do you need help with?

do you draw it with pencil before you digitalize it?

It depends on what I'm drawing. Sometimes I'm lazy and just take a photo and use filters and effects on it so it doesn't look like a photo anymore. Sometimes I draw it, if it's a more personalized setting or something, or if the entire piece is traditional. For manga I always draw backgrounds.
If you aren't very good at backgrounds, but want to post character art or something, just do simple backgrounds until you get the hang of more complex stuff. I'm not the person to be asking about backgrounds, though, haha, there are MUCH better artists who do that than me.
