I'm all in, and I don't mind if there's no pay, I do need exposure of some sort. Also, do you need writers as well?

You could always commission theses artists (pay them to illustrate) instead of spamming their art with requests without paying the art itself any due reverence. You do realize that what you're doing is akin to asking a worker to renovate your house for free, but you'll credit them, of course, right?

Yes, I totally realize that I'm asking them to work for free. I'm working for free on the journal. This is what artists do to get their name and work out there. You may grow a larger following if you do the same-- just a thought!

Irrespective of your work, in letting you use their art, these artists have to legally give up rights to their work, or allow it to be associated with somebody else's brand or site, ect. "Exposure" is a misleading currency.  Even if the project soliciting free work has a famous face or a large corporation attached to it, there's no guarantee that work will be widely circulated.  Even if it is, the bulk of the attention will not be on the artwork, but on whatever is being spotlighted. This is the age of social media.  If artists want exposure, they can...ha, ha, ha...expose themselves. I do wish you the best of luck with your journal, but spamming comments advertising free work is a poor way to go about it.
