AU Questions: If The Riddler had became the mayor of Arkham City after The Joker's death, with Two-Face as his right-hand man, how different would things be for him and Two-Face if they were responsible for maintaining the criminal populated city?

And what if Harley Quinn and Scarecrow wanted to take over the city and started making plans on how to do it? Together..as partners?
